TTERMS AND CONDITIONS OF THE TENDER FOR THE FOLLOWING CIVIL WORKS AT COFFEE TECHNOLOGY EVALUATION CENTRE, COFFEE BOARD, GUDALUR |
Sealed percentage rate tenders for the work of (i) Renovation of Type IV (SLO) Quarters; (ii) Repairs to the office building; (iii) Repairs to 4 Nos., of Type III qtrs (2 units); (iv) Rewiring of electrical insulation for office building, SLO qtrs & Field staff qtrs (4 Nos.,) (v) Providing water supply from open well (drinking water) for SLO qtrs, Office building, Type III qtrs and 4 Nos., of labour qtrs; (vi) Providing dry stone pitching to the foot path from upper to lower ump house and (vii) Repairs to sump & pump house at Coffee Technology Evaluation Centre (CTEC), Coffee Board, Gudaluar will be received by the SLO, CTEC, Coffee Board, Gudalur up to 3.00 p.m., on 01.10.2007.
1. Tenders should be sent in sealed covers addressed to the “Sr.Liaison Officer, CTEC, Coffee Board, Gudalur and super scribed as “Tender for Civil Works”.
2. Each tender shall be accompanied by a Crossed Demand Draft for Rs.48,000/- (Rupees Forty eight thousand only) in favour of “Coffee Board General Fund A/c No.1” payable at Bangalore., drawn on any schedule Bank as Earnest Money Deposit, which will be refunded to the tenders whose tenders are not accepted. The EMD of successful tenderer will be adjusted to security deposit of a total sum equal to 10% of the bill amount which will be deducted while making payment of the bills. This Security Deposit will not carry any interest. The Security Deposit will be refunded subject to satisfactory performance of the work & after six months from the date of final payment made, only if no defects in the work done are noticed in the work. Any defective work involved within six months of the completion, the expenditure on rectification work will be debited to the tenderer’s account and would be recovered from him either in cash or by deduction in the Security Deposit or both.
3. The tenderer shall enclose a copy of Registration certificate from CPWD / MES / Railways / State PWD authorities to show that they are the registered contractors of the required class, other wise the tenders will be rejected.
4. The tenderer shall furnish the copy of the latest Income tax clearance certificate, work done certificate from appropriate authority for works of similar nature & amount not less than the amount put to tender in the last three years.
5. The work should be carried out by the contractor strictly according to CPWD/ISI specification. Standard CPWD practice of measurements will be followed.
6. The Chairman, Coffee Board reserves the right of rejecting all or any of the tenders without assigning any reason. Discretion to demand for bank guarantee for an amount equal to the amount quoted by the successful tenderer lies with the Chairman, Coffee Board.
7. The successful tenderer will be required to execute an agreement with the Estate Officer, Coffee Board, Bangalore for the due fulfillment of the contract within three days of the date of which the acceptance of the tender is communicated to him. Failure to comply with this will entail forfeiture of the Earnest Money.
8. No part of the contract shall be sublet.
9. The contract is not a lump sum contract. The Chairman does not accept any responsibility for the correctness or completeness of the schedule of probable quantities and payments will be made according to actual agreed measurements at contract rates. The schedule of probable quantities is liable to alterations by omissions and alterations and changes at the discretion of the undersigned.
10.For all extra items of work carried out with the prior approval, the rates should always be negotiated and agreed upon before the work started.
11.Every tenderer before tendering may inspect the spot with regard to its nature, ground levels & rates of materials, surroundings so as to be fully acquainted with nature of the work and environment in which it has to be executed.
12.If the tenderer feels any doubt as regard to the correct interpretation of any clause, he should get the clarification by discussing it with the Estate Officer, Coffee Board, Bangalore and confirm the discussions in a detailed letter and it should accompany the tender or otherwise it will be presumed that the tenderer agrees with the Estate Officer, Coffee Board, Bangalore in his standard interpretation of the clauses and no different interpretation in the terms of the contract would been entertained, subsequent to award of contract during the period of execution of the work.
13. No advance payment on any account will be made.
14. In all the matters pertaining to the contract / tender and in the event of any disputes, the decision of the Chairman, Coffee Board shall be final. In any case, the jurisdiction of legal matters shall be within Bangalore.
15.No increase in the quoted rates will be allowed either on account of increase in the cost of Labour or materials.
16.No alteration shall be made by the tenderer to the tender conditions.
17.The payment will be made only on presentation of bills in duplicate together with the measurements of actual work done.
18.The work should be completed within 120 days (excluding monsoon days), from 3rd day after the date of issue of work order. In the event of the tenderer not showing adequate progress of the work, the Chairman, Coffee Board at his discretion may cancel the contract without assigning any reason and forfeit the Security Deposit or levy penalty for period of delay.
19.The tender will be opened by the committee constituted at Head Office, Coffee Board, No.1, Dr. B.R.Ambedkar road, Bangalore – 560 001 on receipt of the sealed tenders from the SLO, CTEC, Coffee Board, Gudalur. The successful tenderer will be informed to execute an agreement as indicated at Sl.No.7 and EMD of the unsuccessful tenderers will be returned.
20.The tender schedule is prepared based on CPWD DSR 2002 rates for the civil works and for electrical items as per CPWD Electrical DSR 1994 rates. The market rates are considered for the non schedule items. However, the prevailing cost index is also considered in the calculation of total amount of the works.
