NOTIFICATION

TERMS AND CONDITIONS FOR EXPRESSION OF INTEREST TO BE CONSULTANTS FOR PROPOSED OFFICE AND RESIDENCE COMPLEX AT KIADB LAND, HGC, HASSAN ALLOTED TO COFFEE BOARD

Sealed proposals will be received by the undersigned up to 3.00 p.m., on 29.02.2008..
  1. Tenders should be sent in sealed covers addressed to the Estate Officer, Coffee Board, No.1, Ambedkar Veedhi, Bangalore - 560 001 and super scribed as "TENDER FOR EXPRESSION OF INTEREST TO BE CONSULTANTS FOR PROPOSED OFFICE AND RESIDENCE COMPLEX AT KIADB LAND,HGC, HASSAN". There shall be two sealed covers within this, wherein one of the sealed covers should contain the technical details along with EMD and super scribed as "Technical Bid" and the other cover should contain Financial bid, super scribed as "Financial Bid". The approximate area details of proposed RCC roof buildings within an allotted area of 10251 Sq Mts are,

    • Office buildings for Joint Director and Deputy Director-160 sq Mts each.
    • Soil testing laboratory- 240 Sq Mts
    • Museum hall in the GF-1050 Sq Mts
    • Training hall and Dormetory in the FF- 1050 Sq Mts
    • Residences for Officers- 450 Sq Mts
    • Residences for Staff- 210 Sq Mts
    The scope of work includes preparation and submission of hard copies and soft copies,

    • of conceptual plan for approval of the competent authority after in person discussion with the Chairman, Coffee Board -
    • of structural designs of approved building plan as per IS code of practices,
    • of estimates as per schedule of rates of CPWD and BOQ for tender schedule, and as well,
    • On site supervision and quality certification etc., for successful completion of the project.
  2. Each tender shall be accompanied by a Crossed Demand Draft for Rupees 5000/- in favour of "Coffee Board General Fund A/c No.1" payable at Bangalore, drawn on any schedule Bank as EMD, which will be refunded to the unsuccessful tenderers. The EMD of successful tenderer will be adjusted towards Performance security retention amount of a total sum equal to 10% of the bill amount which will be deducted while making payment of the bills. This Security Deposit will not carry any interest. The Security Deposit will be refunded subject to satisfactory performance of the assigned work.


  3. In the technical bid, the tenderer shall submit EMD along with furnishing a copy of the challan of latest Income tax payment certificate, list of works of similar nature undertaken in the last three years, indicating the estimated cost of works and a copy of registration certificate of the firm with profile of the employees and available infrastructure to take up the assigned task. Firms or individuals registered/empanelled in government/PSU/ Government undertakings will be preferred.


  4. In the financial bid the tenderer shall quote the consultancy fee in terms of percentage on the estimated cost of proposed building for the complete work in different stages like, preparation of conceptual plan for approval of the competent authority, structural designing of approved building plan, preparation of estimates and BOQ for tender schedule, on site supervision (monthly basis) including quality certification required in the successful completion of the project. The contract is not a lump sum contract.


  5. The Chairman, Coffee Board reserves the right of rejecting all or any of the tenders without assigning any reason. Discretion to demand for bank guarantee for an amount proportional to the consultation fee quoted by the successful tenderer lies with the Chairman, Coffee Board.


  6. The successful tenderer will be required to execute an agreement with the Estate Officer, Coffee Board, Bangalore for the due fulfillment of the contract within three days of the date of which the acceptance of the tender is communicated to him. Failure to comply with this will entail forfeiture of the Earnest Money.


  7. No part of the contract shall be sublet. The proposed work schedules are,
    • for submission of conceptual plan with elevation (architecture plan) for approval from competent authority- 2 weeks from the date of issue of work order
    • for submission of structural details, estimate and BOQ for tender schedule for approval from competent authority- 2 weeks from the date of approval to the architectural plan.
    • site work including supervision and quality certification - for a construction period of 10 months assigned to a successful construction contractor. This period may be extendable.
  8. Every tenderer before submission of the tender may inspect the spot so as to be fully acquainted with nature of the work and environment in which it has to be executed.
  9. If the tenderer feels any doubt as regard to the correct interpretation of any clause, he should get the clarification by writing to the Estate Officer, Coffee Board, Bangalore. The clarifications sought and furnished will be placed on the Coffee Board website.
  10. No advance payment on any account will be made.
  11. In all the matters pertaining to the contract / tender and in the event of any disputes, the decision of the Chairman, Coffee Board shall be final. In any case, the jurisdiction of legal matters shall be within Bangalore.
  12. No increase in the quoted percentage will be allowed either on account of increase in the cost of Labour or materials.
  13. No alteration shall be made by the tenderer to the tender conditions.
  14. The payment will be made only on presentation of invoice in duplicate together with the description of actual work done and submission of documents required for the successful completion of the project.
  15. The tenders will be opened by a committee constituted for the purpose in the presence of interested tenderers on the last date for receipt of tenders at Coffee Board, No.1, Dr. B.R.Ambedkar road, Bangalore - 560 001 at 3.30 p.m. The financial bids of only those tenderers whose technical bids are short listed will be opened on a date to be notified to the short listed tenderers.
  16. The tenders received will be evaluated based on the grading given below.

    a. Technical competency - 50%
    b. Previous experience - 25%
    c. Financial bid - 25%
