SCHEME FOR SUPPORT FOR SETTING UP OF QUALITY EVALUATION/CUP TASTING LAB

The Scheme Setting up of Quality Evaluation/Cup Tasting laboratories is extended as one time grant to the private coffee establishments such as estates, curing factories and export houses for establishment of quality evaluation units/cup tasting laboratories.

Objective of the Scheme: The main objective of the proposal is to ensure capacity building at various levels for quality up gradation in coffee to meet the emerging quality requirements in coffee.

Eligibility:
Individuals, Estates, Curing factories and Export houses who are interested to establish Quality Evaluation or Cup Tasting laboratories and also to modernize the existing laboratories with new automated and energy savings machinery are eligible for the benefits under the scheme.
  1. The subsidy under the scheme is not available in conjunction with any other scheme of the Coffee Board
  2. The applicant unit should hold a valid license from the respective statutory authorities.
Duration of the scheme:
The scheme will be in operation during the XI Five Year Plan unless discontinued by the Government prior to closure of XI Plan period. Date of filing application would determine priority in release of funds.

The maximum financial support of Rs.2.00 lakhs (Rupees two lakhs only) will be provided by Coffee Board to each of the eligible applicants as per the specifications below:
  1. 25% cost of the machinery such as moisture meters, lab roasters, grinders and cupping table subject to a maximum ofRs.2.00 lakhs and/or
  2. 100% support towards import duty on moisture meters, lab roasters and grinders (if imported) subject to a maximum of Rs.2.00 lakhs
Items eligible or subsidy:
1. lab roasters
2. moisture meter
3. lab grinder
4. Test sieves/machines
5. Cup Tasting table with spittoons
6. Stools/Chair
7. Color test meter
Priority:
Applications shall be considered on first come first serve basis, provided the applications are complete in all respects.

Procedure of application:
The application for subsidy should be submitted in the prescribed format to the Head, Division of Quality Control, Coffee Board, Bangalore. The applications will be processed after the inspection by Offices of the Quality Control division on first come first serve basis. The application will be cleared within 45 days from the date of submission. In case of delay/rejection of application reasons will be communicated to the applicants for further compliance.

Disbursement of subsidy:
The subsidy shall be paid in a single installment after inspection by the Officers of Quality Control Division and released to the bank account number.

The maximum financial support of Rs.2.00 lakhs (Rupees two lakhs only) will be provided by Coffee Board to each of the eligible applicants as per the specifications below:

25% cost of the machinery such as moisture meters, lab roasters, grinders and cupping table subject to a maximum of Rs.2.00 lakhs and/or

100% support towards import duty on moisture meters, lab roasters and grinders (if imported) subject to a maximum of Rs.2.00 lakhs

The company/estate claiming the above subsidy should have a suitable building for setting up the laboratory

The site will be inspected by a competent office of Quality Control Division for assessing the suitability of building site before establishment of the laboratory

The subsidy amount will be released only after satisfactory completion of setting up of the laboratory and subject to physical verification by competent authority of the Coffee Board.

At any point of time if the laboratory is wound up, the company shall refund the subsidy amount to the Coffee Board The company should preferably employ a qualified Cup Taster for the laboratory.

The following supporting documents are to be submitted by the applicant for claiming subsidy after installation/commissioning the machinery covered under the Board’s sanction order.

  1. Attested copy of Invoice/Bill submitted by the supplier
  2. Attested copies of bills in support of freight/installation/commissioning charges and insurance in case of claims (if included in the total cost)
  3. Copy of warranty certificate
  4. Details of the Bank Account viz
    • Name of the Bank and branch address
    • Account of Holder Name
    • Account No.
Amendment to the Scheme:
The Coffee Board reserves the right to amend, amplify or abrogate in its discretion any of the terms and conditions of the scheme without notice as it may consider necessary for efficient execution of the scheme and fulfillment of its objectives.

Note:
  1. The grant of subsidy at 25% shall include the basic price, all taxes, duties, Government levies, packing, transportation, transit insurance, octroi
  2. Items listed above would cover all types of machinery and equipment of different makes and specification available in the market.
