Sri Rahul Khullar - the New Additional Secretary


Sri Rahul Khullar, has taken over charge as the New Additional Secretary in the Ministry of Commerce and Industry, Govt. of India, New Delhi.

Born on 5th April 1953, Sri Rahul Khullar obtained his Masters degree in Economics from Delhi University and entered the IAS in 1975. He taught at Kennedy School of Government in Harvard University, USA (1983-85) and served as a Visiting Professor in the Department of Economics, Boston University, USA during 1990-91 wherefrom he obtained his doctorate also.

Sri Rahul Khullar has previously held several important assignments such as Director in the Prime Minister's Office (1985-90) and Private Secretary to Union Finance Minister (1991-93). During 1993 to 2000, he was entrusted with various responsibilities which included his service in the Asian Development Bank (ADB) Manila as Country Economist and Senior Economist for the Pacific, the Philippines, and the Central Asia (Kazakhjastan, Uzbekistan, Kyrgyz Republic etc.); Senior Economist for Indonesia after the Asian Crisis in 1997 etc.,

He participated in structuring the single largestADB loan of$5 billion to Korea in 1997. He had authored a paper which formed the basis for negotiating the replenishment to the Asian Development Fund, the concessional lending arm of ADB and has presented papers at various international forums.

During the period from 2001 to 2004 Shri Khullar has served the Govt. of Delhi in various positions such as Development Commissioner; Commissioner, Sales Tax; Secretary Planning (Add!. Charge); Principal Secretary (Planning) etc., further to it he was serving as Joint Secretary, Ministry of Commerce and Industry from May 2004 until his present elevation as Additional Secretary.
