Quality of food products has gained great significance in the liberalized trade environment under the WTO regime. In this era, quality has two distinct meanings viz., quality in terms of food value or taste and quality in terms of safety to human health. The Sanitary and Phytosanitary Agreement under the WTO primarily addresses the quality issues concerning health aspects such as macro cleanliness, mycotoxins, pesticide residues, heavy metal contamination etc. The trade especially in the export oriented commodities like coffee will to be subjected to these conditions in the coming years.

Realizing the importance SPS measures to the coffee trade, an Analytical Laboratory was established by Coffee Board during February 2001, under an international project titled "Enhancement of Coffee Quality through Prevention of Mould Formation". This project partly funded by Common Fund for Commodities is being executed by the FAO under the supervision of ICO. Seven coffee producing countries viz., India, Indonesia, Brazil, Columbia, Uganda, Kenya and Ivory Coast and the European Coffee Industry are involved in the implementation of the project. The Central Coffee Research Institute, Coffee Board is involved in the implementation of the project in India since January 2001.

Objectives:
The major objectives of the project include
  1. Understanding the mechanism of mould formation and OTA production in coffee and factors affecting them;
  2. Developing necessary tools (IPSM and HACCP) to prevent mould formation and
  3. Implementation of GAP and GMP for preventing formation through out the coffee production chain.
The main function assigned to the Laboratory under the project includes providing analytical support to the research programmes on mould prevention in coffee, with regard to mycotoxins especially Ochratoxin - A (OTA) in coffee; generate database on the extent of microbial and mycotoxin (OTA) contamination in Indian coffee and provide analytical services to the industry in these areas.

Facilities:
At present the laboratory is equipped with a HPLC system (Shimadzu, Japan) for estimation of Ochratoxin - A in coffee; a Gas Chromatography system (Fisons, Italy) for estimation of pesticide residues; a Laminar Airflow (Cleanair, Bangalore) for sterilized inoculations in the microbiological work; a B.O.D. incubator for maintaining the microbial cultures of OTA producing moulds; and a water purification system (Millipore,USA) for obtaining Type I grade pure water for use in the estimation of Ochratoxin - A and pesticide residues. Proposals are underway to procure other general-purpose instruments like autoclave, pH meter, shaker, refrigerator vacuum pump, filtration system etc during the current year. It is also proposed to purchase an Atomic Absorption Spectrophotometer for analysis of heavy metals during the next year. The required manpower is being appointed on adhoc basis, to carryout analytical work.

Vision:
The laboratory is proposed to be equipped with facilities and manpower required for analysis of other contaminants like pesticide residues, heavy metals and other contaminants in coffee, which have assumed significance under the Sanitary and Phytosanitary Agreement of the WTO. Steps will be taken to get accreditation of the Laboratory by the National Accreditation Board for Testing & Calibration Laboratories (NABL) under the Department of Science & Technology, once the laboratory becomes fully functional. The NABL accreditation has mutual recognition by the International Laboratory Accreditation Cooperation (ILCA), which has 37 member bodies from 28 countries including Europe, Japan and USA. The accreditation by NABL would facilitate acceptance of test results from this laboratory in other countries, thus providing easier access for the Indian coffee to the major coffee consuming countries around the world. After obtaining NABL accreditation, the analytical services would be made available to the coffee industry as well as other commodities like tea and spices, on charge basis.
